		<description>FIRST TO FILE IS 4F - First to File Fosters Fraud.  The shift to first to file is likely unconstitutional as well.  Unlike the European "franchise" system, ours has always been a system of reward. Reward for a reason, to promote the progress of the useful arts.  The inventor holds a special place in American history.  Bragging rights are still an important part of being an inventor. Do the rewards of a patent now go to the paper player?  What kind of quality do you think will result from the first to file system where a race to file junk will be the  norm.  Under current practice, there are really very few interferences. Inventorship seems to work its way out. Setting up an inventorship challenge board to sort out inventorship issues for the flurry of light-weight filings that will result from a first   to file system will make fine fodder for a tv reality show.  Why are the actual inventors in this country treated like trash.  Jefferson must be turning in agony in his grave.  Why is Rep. Howard Berman, D-North Hollywood, such a strong sponsor?  Are we having a pro-copyright, anti-patent relapse like during the Justice Douglas years?  We don't need to adopt the European paradigm that has largely been an invention forfeiture system not a reward system for invention.
